Director, Policy Advocacy -State Alliances, Government Affairs
The Director will report into the Senior Director, Policy Advocacy, Government Affairs.
This role can be based in Foster City, CA or Washington, DC.
The Policy Advocacy Director-State Alliances will engage state and regional-based external stakeholders, including patient and provider advocates and associations on Gilead’s policy priorities –including price setting policies like Prescription Drug Affordability Boards and the Inflation Reduction Act, the 340B Drug Discount Program, as well as policy issues associated with access to screening, treatment, and care pertinent to virology and oncology therapeutic areas.
This person will be responsible for building new relationships and maintaining existing partnerships with policy points-of-contact within state and regional-based organizations, including state chapters of national organizations. There is an emphasis on relationships with state and regional-based healthcare provider networks and pharmacy associations.
The Director will work closely and collaboratively with the broader policy advocacy team and Government Affairs functions, and across Gilead departments with shared external relationships—including Public Affairs, Medical Affairs, and Commercial. The person will be responsible for providing education on key policy issues and conveying Gilead’s perspective with external partners, as well as sharing insights learned from external partners to educate internal colleagues regarding partners’ interests, needs and other objectives relating to policy and policymaker advocacy. Furthermore, this person will work closely with the alliance teams within industry trade associations to ensure coordination and maximum impact.
Core Job Responsibilities
- Maintain strong understanding and extensive knowledge of Government Affairs objectives and broader Gilead business.
- Support robust stakeholder mapping and continuously track policy priorities, perspectives, and positions among state and regional-based external alliance partners.
- Serve as the policy point of contact for select partners and stakeholders and communicate timely and relevant information/knowledge-sharing.
- Develop long-term, trusting relationships with policy stakeholders with consistent engagement and management.
- Support cross-functional teams in managing policy advocacy focused external programs and events, building coalitions and activating third parties to drive policy issue advocacy.
- Represent Gilead Government Affairs at major policy, medical, and patient meetings.
Qualifications
- B.S. or B.A. degree and minimum 12 years of relevant public or private sector experience in the healthcare industry, or combination of experience and any related advanced degree in public policy, public administration, public health, biotechnology, or a related field or 10 years of the above with a master’s degree.
- Previous experience with state and regional-based advocacy groups and provider/pharmacy networks and institutions strongly preferred, with existing relationships with groups and advocates who engage on policy issues desired.
- Flexibility and adaptability to changing requirements, resourcefulness and creativity, and an ability to work collaboratively in a fluid organizational environment.
- Be willing and able to travel domestically 15-20%.
